The Commission has several programmes and projects informed by the aspirations and the development objectives of the EAC Partner States and research-evidence base. The Sectoral Council of Ministers for Lake Victoria (SECOM) and Regional Policy Steering Committee (RPSC) provide oversight and guidance to ensure effective coordination and implementation.
Lake Victoria Basin Commission has 14 Areas of cooperation. The LVBC projects are aligned to each area of cooperation respectively.

Lake Victoria Basin Commission has strong presence in five EAC countries and plans are underway to cover all the countries in EAC. LVBC works in the EAC member states to implement the various pojects. The partner states are involved in the financing of some of the projectsand and organizations in the countries are involved in the implementation.
The countries are Burundi, Democratic Republic of Congo, Kenya, Rwanda, Somalia, South Sudan, Tanzania And Uganda.
Article 43 of the Protocol for the Sustainable Development of Lake Victoria Basin provides for Funding of the Commission. It states that the sources of funds for the Commission shall be from the East Africa Community budget, stakeholders’ contributions, development partners and such other sources as shall be established by the Council. 

At the moment, the Commission is funded by annual Partner States contributions and through funded projects by Development Partners. 

The Commission has in the past secured financing from Development Partners such as the World Bank, African Development Bank (AfDB), United States Agency for International Development (USAID), Norwegian Agency for Development Cooperation (NORAD), Nordic Development Fund (NDF), the Government of the Federal Republic of Germany through kfW and GIZ, European Union, Adaptation Fund (AF) through United Nations Environment Program (UNEP), Austrian Development Cooperation (ADC), Swedish International Development Cooperation Agency (SIDA), among others.

Lake Victoria Basin Commission (LVBC) is a specialized institution of the EAC located in Kisumu, Kenya and within the Lake Victoria Basin (LVB) mandated to coordinate its sustainable development and management.
