Human Resources

The Human Resources Office implements EAC’s HR policies and provides functional support to enhance organizational performance through effective staffing to meet EAC’s objectives.

ICT Department

The ICT Office ensures the efficient operation of the Commission's information and communication technology systems. It manages and supports all ICT infrastructure and services, enhancing productivity, security, and IT support.

Legal Department

The Legal Office provides comprehensive legal support to ensure compliance with laws and regulations. The Legal Officer protects the Commission's legal interests and facilitates informed decision-making through sound legal advice.

Finance

This department advises the Commission’s management on financial matters, ensuring adherence to best accounting practices and relevant regulations. It supports the design and implementation of effective financial management systems.

Communications and Development Awareness Department

This department oversees the strategic planning and execution of communication and awareness campaigns, aiming to enhance the Commission's public image and engage stakeholders effectively.

Maritime Safety

Responsible for maritime safety and regulatory compliance, this role involves managing safety programs, conducting inspections, and promoting safe maritime practices in Lake Victoria.

Monitoring & Evaluation

This team develops the LVBC’s monitoring and evaluation framework, coordinates evaluation activities, and presents periodic reports to support effective decision-making and accountability.

Resource Mobilization

This office coordinates proposal preparation and funding negotiations with development partners to secure financial resources for LVBC projects, while also expanding revenue from various sources.

Integrated Water Resources Management and Development Department

This department provides leadership and technical guidance in integrated water resource management, coordinating feasibility studies, design, implementation, and disaster control infrastructure within the basin.

Administration

This office manages all administrative matters, including procurement, conferencing, protocol, and security, ensuring efficient procurement and liaison with relevant ministries.

Procurement

Responsible for coordinating all procurement activities within the Commission, ensuring efficiency and cost-effectiveness according to EAC financial rules and donor procedures.

Planning & Budget

This department handles strategic planning and budget development, managing annual operational plans and budget preparation, implementation, and control.

Project Development

Responsible for identifying, planning, executing, and completing projects, this role involves strategic planning, coordination, and problem-solving to meet project objectives.

Environment and Natural Resources Management Department

This department leads efforts in environmental and natural resource management, overseeing regional programs related to climate change, sustainability, and conservation within the Lake Victoria Basin.

The Human Resource (HR) department’s role is to ensure effective management and development of human capital across the regional integration framework.

The HR department is responsible for developing and implementing policies, strategies, and systems that support the recruitment, training, and retention of qualified personnel.

Key roles of the HR department in the Lake Victoria Basin Commission include:

1. Staff Recruitment and Development: The HR department ensures that LVBC attracts and retains skilled professionals to meet the organization's operational needs. This includes developing effective recruitment strategies, conducting selection processes, and on boarding new employees.

2. Capacity Building: To support the EAC’s strategic objectives, the HR department designs and implements training and development programs aimed at enhancing the skills and capabilities of the workforce. This includes capacity-building initiatives tailored to the evolving needs of the organization and regional integration.

3. Employee Performance Management: The HR department establishes frameworks for setting performance standards, conducting appraisals, and providing feedback to employees. This helps align individual performance with the EAC’s broader goals and objectives.

4. Employee Welfare and Relations: The HR department fosters a positive and productive work environment by ensuring fair treatment, managing conflict resolution, and promoting employee well-being. This includes administering benefits and compensation packages in line with regional standards.

5. HR Policies and Compliance: The department ensures that EAC’s human resource management practices are in compliance with regional labor laws, regulations, and international best practices. This includes updating policies related to recruitment, diversity, and inclusion, as well as managing contracts and labor relations.

The Information Technology (IT) department is crucial in enhancing regional integration through the effective use of technology.

The department is responsible for ensuring that the LVBC’s digital infrastructure, systems, and services support the organization’s strategic objectives.

The key roles of the IT department in LVBC include:

1. Digital Infrastructure Management: The department oversees the development, maintenance, and security of LVBC’s technological infrastructure. This includes managing data centers, servers, networks, and hardware to ensure reliable and efficient access to EAC systems and services across all member states.

2. System Development and Integration: The department is responsible for designing, developing, and implementing various software systems and platforms that support LVBC operations. This includes ensuring seamless integration of digital tools across different sectors and functions within the organization to enhance collaboration and information sharing among member states.

3. Cybersecurity and Data Protection: The department ensures robust security measures are in place to protect sensitive data and maintain the confidentiality, integrity, and availability of LVBC’s digital resources.

4. Support for Regional Programs: The department enables the efficient execution of the EAC’s regional initiatives by providing the necessary technological support.
The Legal Department ensures the legal integrity and coherence of the organization’s operations.

The department is responsible for providing legal counsel, drafting agreements, and ensuring that all activities of LVBC are in compliance with regional and international law. It provides expert legal advice to the institution and staff on a wide range of issues, including the interpretation of the EAC Treaty, regional agreements, and applicable laws. It is also responsible for drafting, reviewing, and negotiating legal documents, including treaties, memoranda of understanding, contracts, and protocols.

It also represents LVBC in legal disputes and litigation before regional and international courts, tribunals, and arbitration bodies.

The department also drafts and review legislation aimed at promoting regional integration. This includes developing new legal instruments that facilitate the harmonization of laws across member states in areas such as trade, customs, labor, and the environment.

It also enhances LVBC’S image and relationship with the public and ensures relevant parties are informed and involved in the community's objectives and achievements.
The Maritime Safety Department in the East African Community is responsible for: regulating maritime activities by ensuring compliance with international maritime safety standards and regulations. It also Implements measures to enhance navigational safety in the region's waters and provides training programs for maritime personnel to improve skills and knowledge in maritime safety. The department also oversees maritime safety operations and coordinates efforts among member states to address safety challenges and Works to prevent maritime pollution and protects marine biodiversity in the region.
The role of Monitoring and Evaluation (M&E) in includes:

1. Assessing Program Effectiveness: M&E helps determine the efficiency and impact of LVBC programs and projects, ensuring they meet their objectives.

2. Informed Decision-Making: Provides data and insights that enable policymakers to make informed decisions based on evidence.

3. Enhancing Accountability: Ensures that resources are used effectively and transparently, holding stakeholders accountable for their actions and outcomes.

4. Facilitating Learning and Improvement: Identifies areas for improvement and learning from past experiences to enhance future interventions.

5. Supporting Strategic Planning: Informs strategic planning by providing evidence on what works and what doesn’t, guiding future programming and resource allocation.
The Resource Mobilization Department supports the organization's initiatives through strategic funding and partnerships.

It Identifies funding opportunities for projects focused on the environmental protection and conservation of the Lake Victoria Basin, such as biodiversity conservation, pollution control, and habitat restoration.

It also Develop proposals for international environmental funds and global climate change initiatives.

The department also establishes partnerships with environmental NGOs, development partners, and government agencies that support ecological preservation and advocates for financing for sustainable water management projects in the basin.
The Integrated Water Resource Management and Development (IWRMD) Department at the Lake Victoria Basin Commission (LVBC) plays a pivotal role in ensuring the sustainable management of water resources across the Lake Victoria Basin.

This department is responsible for promoting integrated, equitable, and sustainable management of water resources in the region, which is crucial due to the shared nature of these resources among the riparian countries: Kenya, Uganda, Tanzania, Rwanda, Burundi, and South Sudan.

The role of the IWRMD Department under the various strategic program areas includes the following:

1. Water Resource Governance and Policy Development

Facilitate the development and harmonization of water governance frameworks, policies, and regulations across the riparian countries to ensure equitable distribution and sustainable use of water resources in the basin.

• Specific Activities:

o Support the establishment and operationalization of regional water policies and regulatory frameworks that govern water use, quality, and allocation.

o Coordinate cross-border consultations and negotiations to ensure that water policies align with national and regional priorities.

o Advocate for the adoption of Integrated Water Resources Management (IWRM) principles and strengthen national water management institutions.

2. Water Quality and Pollution Control

: Promote actions and strategies to improve water quality in Lake Victoria and its tributaries, addressing pollution from industrial, agricultural, and domestic sources.

• Specific Activities:

o Coordinate regional water quality monitoring and pollution control programs.

o Facilitate capacity building and technical assistance for local governments and stakeholders on water quality management practices.

o Develop and implement projects aimed at reducing nutrient loading, pollution from agricultural runoff, and wastewater management.

. Transboundary Water Management

• Lead efforts to coordinate transboundary water management across the Lake Victoria Basin, ensuring the shared water resources are utilized sustainably and cooperatively.

• Specific Activities:

o Develop and implement agreements and frameworks for joint management of Lake Victoria and its tributaries, ensuring coordination among the riparian countries.

o Facilitate the development of shared water resource management plans and projects that are consistent with the objectives of the EAC and LVBC.

o Engage in diplomatic negotiations and dialogue between member states to resolve transboundary water issues and ensure equitable distribution of resources.
The Administration Department supports the overall functioning and operational effectiveness of the organization.

This department ensures the smooth and efficient day-to-day management of administrative, logistical, and organizational processes that enable the LVBC to effectively implement its strategic program areas.

It Provides essential administrative and logistical support for the implementation of LVBC's programs and activities across the Lake Victoria Basin.

It also Coordinates internal communication and facilitate effective collaboration across departments and stakeholders and ensures that meetings, workshops, and regional consultations are well-organized, including preparation of agendas, minutes, and necessary documents.

It also oversees the recruitment, management, and development of LVBC staff, ensuring that the organization has a highly skilled and motivated workforce to implement its programs.

It also provides administrative support for financial management, ensuring that the LVBC’s budget and financial processes are efficiently handled and assist the finance department in tracking and managing the operational budget, ensuring proper allocation and spending.
The Procurement Department ensures that the organization can acquire the necessary goods, services, and works to implement its strategic programs effectively.

It ensures that procurement processes are transparent, efficient, and compliant with relevant EAC regulations and policies, contributing to the overall success of LVBC’s projects and programs across the Lake Victoria Basin.

It supports the procurement of consultancy services, technical expertise, and software systems needed to enhance water governance and policy frameworks in the region.

It also procure experts, consultants, and specialized services to assist in the development of policies and regulations related to water resource management.
The Planning and Budget Department ensures that the organization’s strategic programs are well-planned, adequately resourced, and effectively executed.

This department is responsible for coordinating the development, monitoring, and evaluation of budgets and ensuring that financial resources are allocated appropriately to meet the goals of LVBC’s strategic program areas.

It ensures alignment between the organization’s financial resources and its long-term strategic objectives, promoting efficient and transparent use of funds.
The department is headed by the Project Development Officer who works closely with various stakeholders, including governments, donors, and other regional bodies, to identify project opportunities that align with LVBC's strategic priorities.

It conducts needs assessments and consultations with stakeholders to identify water resource management issues and opportunities for intervention.

• It also helps formulate project ideas that address key challenges in the Lake Victoria Basin, such as water quality, availability, infrastructure development, climate change adaptation, and transboundary water governance.

• It develops project concept notes, ensuring alignment with LVBC’s vision, mission, and strategic program areas.

• The project development officer is responsible for designing and writing comprehensive project proposals, ensuring they meet both the LVBC's objectives and the funding requirements of donors or development partners.
The Environment and Natural Resources (ENR) Department safeguards the environmental integrity of the Lake Victoria Basin and promotes sustainable use of its natural resources.

This department is involved in activities that address environmental challenges, promote biodiversity conservation, and ensure the sustainable management of water, land, forests, and other natural resources.

The role of the ENR Department is pivotal in achieving the Commission's objectives of fostering regional cooperation and enhancing environmental sustainability in the basin.

• The Department is responsible for implementing programs that promote environmental sustainability and conservation across the Lake Victoria Basin.

• It develops and implements environmental management frameworks, including guidelines for sustainable land use, forest conservation, and biodiversity protection.

• It ensures the sustainable management and conservation of water resources in the Lake Victoria Basin, addressing water availability, quality, and ecosystem health.

• It also promotes integrated water resource management (IWRM) practices that balance the need for water for various uses (e.g., domestic, agricultural, industrial, and ecological) while maintaining ecosystem health.
