DR. MASINDE BWIRE

Executive Secretary

Dr. Bwire is a distinguished expert in water and natural resources management, climate change, and transboundary ecosystems. He holds a Ph.D. in Marine Sciences with a focus on Climate Change Sciences and Policy, a Master of Science in Integrated Environmental Management from the University of Dar es Salaam, and a Bachelor of Science in Environmental Sciences and Management from Sokoine University of Agriculture in Morogoro, Tanzania.

With over 20 years of experience, Dr. Bwire has held various technical, policy, and managerial roles across Tanzania, East Africa, Southern Africa, and beyond. His work includes fostering North-South cooperation on issues related to water and natural resource management, climate change, and transboundary ecosystems. He has successfully led national and regional technical and policy teams to implement projects, harmonize policies, and develop protocols in key basins, including the Lake Victoria Basin, Lake Tanganyika Basin, Zambezi River Basin, Songwe River Basin, and Ruvuma River Basin.

ENG. COLETHA UWINEZA RUHAMYA

Coletha U. Ruhamya is an environmental engineer with over 24 years of experience in environmental management, climate change, water resources management, water supply and sanitation, and the energy sector. She holds a Master of Science in Environmental Engineering from the University of the Witwatersrand (WITS) in Johannesburg, South Africa, an Advanced Diploma in Environmental Engineering from Ardhi Institute in Dar es Salaam, Tanzania, and a Postgraduate Diploma in Environmental Management for Sustainable Development from Maastricht School of Management in the Netherlands.

Throughout her career, she has held various leadership positions that have enhanced her skills and shaped her professional development. Prior to her current role, Eng. Ruhamya served as the Director General of the Rwanda Environmental Management Authority (REMA) and as the State Minister for Energy and Water in Rwanda.

Lake Victoria Basin Commission (LVBC) is a specialized institution of the EAC located in Kisumu, Kenya and within the Lake Victoria Basin (LVB) mandated to coordinate its sustainable development and management.
