REQUEST FOR EXPRESSIONS OF INTEREST.INDIVIDUAL CONSULTANCY SERVICES AS A CLIMATE CHANGE SPECIALIST. Ref No:LVBC/SVS/IC/24-25/07
Lake Victoria Basin Commission (LVBC) is a specialized Institution of the East African Community (EAC) established by the EAC Partner States through a negotiated Protocol for Sustainable Development of Lake Victoria Basin. The broad mandate of LVBC is to promote, facilitate and coordinate activities of different actors towards sustainable development and Management of natural resources of the Lake Victoria.
- Main Purpose of the Assignment
The Commission seeks to engage a Climate Change Specialist to support the development and implementation of climate change adaptation and mitigation strategies within the Lake Victoria Basin. The Specialist will be responsible for coordinating research, providing technical expertise, and coordinating activities related to climate change resilience and sustainability. This role necessitates a comprehensive understanding of climate change issues, policies, and practices, as well as the ability to collaborate with stakeholders and develop and promote innovative solutions. The incumbent will also be expected to participate in the mobilization of climate change financing for projects, programs, and other relevant strategic initiatives.

2. Key Responsibilities:
2.1 Regional Research and Analysis:
- Deliverable (1) Research on Climate Change Vulnerabilities and Impacts in Lake Victoria Basin : Carryout a comprehensive analysis to identify vulnerabilities and impacts of climate change under various scenarios and Propose adaptation actions that align with the concept of “no regret” for the Lake Victoria Basin.
- Deliverable(2) Analysis of Regional Climate Data and Trends:
- Analyze downscaled historical and future climate data for the region and assess potential risks based on identified data trends and Propose suitable adaptation measures to mitigate these risks.
- Ensure seamless integration of these developments into the operations and planning of the Lake Victoria Basin Commission (LVBC).
- Deliverable(3) Partnership Development Plan Outline a comprehensive strategy for engaging with key partners and Identify key areas where collaboration can enhance the effectiveness of climate change initiatives.
2.2 Regional Climate Change Adaptation and Mitigation Project/Program Planning:
- Project Development Support: Facilitate the development and formulation of climate change adaptation and mitigation projects/program ideas.
- Climate Risk Assessment: Coordinate the identification and assessment of climate risks and vulnerabilities for various sectors.
- Partnership and Funding: Identify potential development partners and funders to scale up existing projects and programs.
3. Qualifications, Skills and Experience:
- A minimum of master’s degree in environmental science, climate change, natural resources management, or a related field. A PhD in the relevant fields is preferred;
- A minimum of 15 years of professional experience working on environment and climate change issues, preferably in the context of African development;
- Strong knowledge of climate change issues, impacts, and adaptation/mitigation;.
- Familiarity with international climate change frameworks, policies, and global climate financing architecture;
- Proven track record of formulation, structuring and implementation of regional or international climate change projects and programs;
- Excellent project management skills, including the ability to plan, coordinate, and monitor activities;
- Excellent knowledge and experience in working in the East African Region especially in the Lake Victoria sub region; the region and international environment;
- Experience in coordinating research and data analysis on climate change;
- Strong analytical and problem-solving skills, with the ability to develop innovative solution to climate change challenges;
- Excellent written and verbal communication skills, including the ability to present complex information in a clear and concise manner;
- Demonstrated ability to work effectively with diverse stakeholders and foster collaboration;
- Proficiency in relevant software and tools for data analysis, and visualization.

The eligibility criteria, the establishment of the shortlist, and the selection procedure shall be in accordance with the EAC Procurement Manual, 2023.
