The regional Population, Health, and Environment (PHE) program coordinated by the Lake Victoria Basin Commission is being implemented around the Lake Victoria Basin and alongside catchment areas of the Lake.

Population, Health and Environment (PHE) is an approach to development that integrates health and environmental conservation initiatives in order to seek synergistic successes for greater conservation and human welfare outcomes than single-sector approaches. PHE operates with the assumption that people, their health, and the environment are interrelated and interdependent; changes in the number, state, and/or distribution of any of the above affects the other because human needs, their livelihood and a healthy environment are linked by chains of cause and effect.

PHE approaches represent a variety of efforts to bring a holistic, integrated set of activities and services to the communities. It refers to a flexible set of interventions or activities that communities, partner groups or non-governmental organizations adopt in response to unmet community needs for improved health services, livelihoods and natural resource management. PHE projects strive to simultaneously improve access to health services and assist communities to manage their natural resources in ways that improve their health and livelihoods and to conserve the critical ecosystems upon which they depend. The underlying philosophy is fundamentally one of integration and multi-sectoral partnerships.

ACHIEVEMENTS

Since inception, the PHE program has realized a number of achievements across the region, of the main achievement is the establishment of National PHE Networks – National PHE Networks which are a consortia of state and non-state actors established under the auspices of LVBC. They comprise of representatives of relevant government Ministries, CSOs, academic institutions and individuals. They serve to broaden and deepen understanding of the PHE approach among stakeholders in the countries and they are specifically responsible for: i) Coordinating PHE actors/implementers in the countries; ii) Lobbying and advocating for PHE adoption among different audiences in the countries; iii) Building capacity of state and non-state actors on PHE; iv) Documenting and sharing PHE best practices in the countries; v) Resource mobilization vi) Monitoring and evaluation PHE advocacy, policy and technical guidance Under this objective, the regional PHE program has been able to realize the following: i) PHE has been adopted by the EAC policy makers: ii) Council of Ministers; iii) Members of the East African Legislative Assembly; iv) Members of the National Parliaments (Environment and health sectoral committees); v) Sectoral Council of Ministers for LVB. vi) PHE policy and technical committees established vii) Regional Integrated Parliamentary Dialogue Forum viii) Regional Policy Steering Committee (RPSC)- Permanent/Principal Secretaries ix) A Regional Integrated Technical Working Group (TWG) – experts PHE research and Knowledge Management Under this objective, the PHE program has been able to achieve the following: i) A PHE study was undertaken in the five countries entitled: “Inter-linkages between Population, Health, Environment and Sustainable Development in Lake Victoria Basin”. ii) The study formed the baseline against which PHE Programming in the basin will be measured. iii) Evidence from the study will inform PHE policy, programming and also guide resource mobilization. iv) Hosted a very successful regional PHE Conference- raised the profile of LVBC as a regional centre of excellence for PHE. v) LVBC is documenting PHE best practices for sharing with stakeholders.
