of a Strategy and Action Plan for Water Quality Management in the Nile Equatorial Lakes Sub-Basin

The East African Community through the Lake Victoria Basin Commission (LVBC) has received financing from the World Bank toward the cost of the Nile Cooperation for Climate Resilience (NCCR) Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include policy harmonization and strengthening institutions which govern water quality management in the NEL Sub-Basin countries in order to enhance cooperative management of shared resources. The specific objective of the required consultancy is to assist LVBC with:

  1. the review and preparation of recommendations to harmonize existing water quality management policies in the Nile Equatorial Lakes (NEL) sub-basin, and
  2. development of a regional Water Quality Management (WQM) Strategy and Action Plan (SAP).   

A level of effort of 15 man-months is estimated across five staff spread over a 3-year timeframe. The expected start date of the assignment is May 2022.

The Lake Victoria Basin Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. General experience in Water Quality Policy formulation and harmonization, experience in Environmental and Natural Resources Management;
  2. Managerial, Technical and Organizational capabilities for the assignment;
  3. Presence of competences in the key areas of water resources management, water quality analysis and development, policy and stakeholder engagements, natural resources economics.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
