Dr. Ally-Said Matano from the Republic of Kenya is the Executive Secretary of Lake Victoria Basin Commission (LVBC). Dr Matano holds a PhD in Environmental Science from Maseno University, Kenya with a Post Doctorate in Environmental Law and Policy from the Centre for Environmental Law and WWF-India; an MSc in Resource Management from the University of Edinburgh in UK and a BSc in Forestry from Moi University, Kenya. He is a specialist in trans-boundary (aquatic and terrestrial ecosystems) natural resources management as well as international environmental law and policy.

Dr. Matano brings to LVBC extensive 22 years of practical experiences and skills in: environmental management systems; project/program development and management; integrated lake/river basin management; sustainable land use management; strategic partnerships; project proposal writing; policy and strategy formulation and development; forestry law enforcement and governance. Before his appointment by the Council of Ministers for the position of the Executive Secretary, Dr. Matano was a Programs Officer responsible for projects development and partnerships at the Commission.
