THE DEPUTY EXECUTIVE SECRETARY (PROJECTS AND PROGRAMMES)

Mr. Telly E. Muramira

Mr. Telly Eugene Muramira, from the Republic of Uganda, is the new Deputy Executive Secretary in charge of Projects and Programmes. He took up this position on 3rd December 2012.
Under the direction of the Executive Secretary, Mr. Muramira will ensure the coordination of projects and programmes and their effective and efficient implementation. He will also enhance the process of joint development of the Lake Victoria Basin as an Economic Growth Zone for the East African Community.
Mr. Muramira brings to the position more than 10 years of extensive leadership experience in the areas of forestry, environment and natural resources planning and economics.
Prior to joining the Commission, Mr. Muramira was the Director for Policy Planning and Information at National Environment Management Authority (NEMA) in the Republic of Uganda where he coordinated government policy-development and implementation in the area of environment management for over 10 years. During this period, Mr. Muramira was a member of various committees, including the Environment and Natural Resources Sector Working Group anchored at the Ministry of Finance in Uganda and the Inter-Agency Technical Committee of Environmental Information Assessment at AMCEN-UNEP (Africa Ministerial Conference on the Environment and the United Nations Environment Programme).

Mr. Muramira had also previously worked as a University Lecturer at Makerere University, a Senior Environment Officer at the Ministry of Natural Resources and as the Environment and Natural Resources Economist at NEMA in Uganda.

Mr. Muramira holds a Bachelor of Science and a Master of Science degree in Forestry of Makerere University in Uganda and a Master of Science in Ecological Economics of the University of Edinburgh in Scotland. In addition, he holds various postgraduate qualifications in environment and natural resources policy planning; environmental impact assessment; environmental statistics and natural resource accounting.
