ADAPTING TO CLIMATE CHANGE IN LAKE VICTORIA BASIN PROJECT
The East African Community/Lake Victoria Basin Commission (LVBC) has received funds from the Adaptation Fund through United Nations Environment Programme (UNEP) to implement Adapting to Climate Change in Lake Victoria Basin (ACC-LVB) project. LVBC seeks to use part of the funds to payments under the contract for a Chief Technical Advisor.
The EAC/LVBC and UNEP is implementing Adapting to Climate Change in Lake Victoria Basin (ACC-LVB) project from the Adaptation Fund. This project will run for three (3) years. The project seeks to reduce the vulnerability of the Lake Victoria Basin to climate change, focusing on two key issues—water scarcity and flooding. Climate change in the Lake Victoria Basin (LVB) – a water catchment in Burundi, Kenya, Rwanda, Tanzania and Uganda – has resulted in increased mean annual temperatures and increased variability in rainfall patterns. Climate change projections predict that mean annual temperatures will continue to increase and that variability in rainfall patterns will be exacerbated. Projected climate change will result in several negative effects within the LVB, including a decrease in water quality and availability for a number of uses, including inter alia: i) domestic; ii) agricultural; iii) industrial and commercial; and iv) cultural. The negative effects of climate change disproportionately affect marginalized and rural communities within the LVB by reducing the productivity of agriculture and wetlands and the abundance of fish in Lake Victoria and its tributaries. In addition, the projected effects of climate change are likely to negatively impact economic sectors within the LVB that depend on water resources, such as hydropower facilities and commercial fisheries.
The project will increase climate resilience in the LVB at both a regional and local level by implementing both regional and community-based climate change adaptation interventions.
The proposed project objective will be achieved through five outcomes, namely:
- strengthened institutional and technical capacity to integrate climate resilience into transboundary water catchment management;
- improved delivery of accurate and timely climate information to regional and national policy makers, technical officers and local communities;
- climate change adaptation technologies, including water harvesting techniques, climate-smart agriculture and Ecosystem based Adaptation (EbA), transferred to communities to reduce their vulnerability to climate change;
- regional resilience to climate change promoted through innovative, community based projects; and
- improved knowledge management frameworks for the collection and maintenance of regional knowledge in transboundary water catchment management and climate change adaptation practices.
UNEP is the Multilateral Implementing Entity (MIE) for the project, and the
LVBC is the Executing Entity of the project.
Title of the Consultant: Chief Technical Advisor (CTA)
Duration of Assignment: 3 years subject to annual performance

Scope of the Assignment
The Chief Technical Advisor (CTA) will provide technical guidance and support to the implementation of the project, working in close collaboration with the Project Manager (PM) and the UNEP Task Manager (TM).
- Provide overall technical backstopping for the project
- Provide advice on best suitable approaches and methodologies for the timely achievement project targets and objectives
- Assist the PM in planning the implementation of project activities, and in adjusting the project Results Framework, Work Plan and Budget as required and in line with corporate requirements
- Draft or review, as requested, ToRs for technical consultancies and sub-contracts, and assist in the selection and recruitment process
- Undertake technical review and provide quality assurance of project outputs (e.g. technical reports, studies and assessments) and field activities
- Provide guidance and technical inputs to the work carried out by national and international consultants and/or companies
- Assist in monitoring the technical quality of project M&E systems (including AWPs, indicators and targets)
- Coordinate the preparation of the annual Project Implementation Reviews (PIRs)
- Assist staff and consultants in the conduct of project reviews and evaluations, and in revisions of the implementation strategy and work plan, based on review and evaluation results
- Make recommendations to the Project Steering Committee (PSC) for more effective implementation and coordination of project activities
- Support the project team in administrative and financial reporting
- Provide advice and assist in knowledge management, communications and awareness-raising, and document lessons from project implementation
- Where requested, advise the PM in liaison work with project partners, donor organizations, NGOs and other groups to ensure the effective coordination of project activities
- Perform other tasks as may be requested by the PM, the Project Steering Committee, and the UNEP TM
Conduct of assignment
The assignment shall be conducted under a framework contract based on man hours required to perform specific tasks on need basis and as per activities and project requirements.
- Annual work plans and budgets;
- Biannual project implementation plans;
- 2 mission reports per year;
- Annual Progress Implementation Review (PIR) reports;
- ToRs for consultants and sub-contracts, as required;
- Written reviews of technical reports produced by consultants and contractors.
Qualifications and Experience
- An advanced university post-graduate degree (MSC or PhD) in the area of natural resource management, climate change adaptation, disaster risk reduction, or environmental management/studies;
- At least 5 years of professional experience in senior technical lead positions in planning and management of environmental and/or natural resources management programmes, including institutional strengthening and capacity building, of which at least four are at an international or regional level, and four are in climate change adaptation;
- Demonstrated experience in project development, implementation and management;
- Strong skills in project monitoring and evaluation;
- Experience of working and collaborating with developing country governments;
- Previous experience with Adaptation Fund or other donor funded projects would be an advantage;
- Previous experience in the East Africa region would be an advantage;
Skills and Competencies (You may include others relevant for CTA)
- Experience in working and collaborating within governments is an asset.
- Effective communication skills both written and oral in English. Creative and independent report writing skills and ability to structure persuasive arguments in a diplomatic way is highly desirable;
- Excellent interpersonal skills;
- Strong IT skills and should be computer literate in MS Office and project management software;
- Strong team leadership skills;
- Good moderating skills (in workshops, facilitation and policy making skills), presentation (in high level meeting), communication (with flair and enthusiasm), in project and time management, advisory skills and experience in empirical work
- Ability to build consensus, collaboration, and maintain effective working relationships with internal and external stakeholders, at all levels including in an international and cross-cultural context.
The CTA will report to the Deputy Executive Secretary Projects and Programmes of LVBC and work closely with the Project Manager to implement the project. The CTA will work in close collaboration with the UNEP Task Manager (TM), and update him/her on the project’s progress.

Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae, copy of passport or national identification document, academic and professional certificates, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the EAC Procurement Policies and Procedures.
