10TH JOINT REGIONAL POLICY STEERING COMMITTEE TO TAKE PLACE IN KISUMU KENYA

The 10th meeting of the Joint Regional Policy Steering Committee (RPSC) of Lake Victoria Basin Commission’s Projects and Programs is scheduled to take place from 30th January to 3rd February at the Sarova Imperial Hotel in Kisumu, Kenya. The committee provides policy oversight and guidance to LVBC to ensure the effective implementation of its regional projects and programs.

The committee meeting is expected to consider the status of implementation of decisions and directives of previous RPSC meeting held from 10th  to 14th February, 2020 and progress made in project implementation from January to December 2022.The regional programs and projects to be considered by the Joint RPSC include:

  • the Lake Victoria Basin Integrated Water Resources Management (LVB-IWRM) Program co-funded by the KfW and EU
  • The Adapting to Climate Change in Lake Victoria Basin (ACC-LVB) funded by the Adaptation Fund through UN-Environment;
  • the Multi-national Lake Victoria Maritime Communication and Transport (MLVMCT) Project;
  • the scaleWAYS Research for Development project funded by the Austrian Development Cooperation; and
  • the Nile Cooperation for Climate Resilience (NCCR) Project funded by World Bank.

The meeting will deliberate and provide policy guidance on measures being taken by the commission to develop new projects and mobilize additional resources to support effective execution of its mandate as envisaged in the Protocol for Sustainable Development of Lake Victoria Basin.

In attendance will be Senior Officials and Permanent / Principal Secretaries from the five EAC Partner States of Burundi, Kenya, Rwanda, Tanzania and Uganda. National Project Coordination Teams from the five Partner States are also expected to attend.

Due to COVID-19 pandemic and the associated travel restrictions that followed globally and regionally, the Joint RPSC meeting was not convened in the years 2020 and 2021. Subsequently, project and programs matters were directly presented to the 21st LVB- Sectoral Council of Ministers (SECOM) held at the Sarova Imperial Hotel Kisumu from 2nd to 6th May 2022. This meeting therefore seeks to remedy this by considering the reports of LVBC projects and programs prior to them being channeled to the Sectoral Council of Ministers on Lake Victoria Basin.

The Joint RPSC meeting will commence with the session of senior officials who will consider the report of progress in implementation of projects and programs and subsequently prepare their report to be considered in the session of the Permanent and Principal secretaries slated for 2nd & 3rd February 2023.

The final report of the 10th JRPSC will then be presented to the 22nd meeting of the Sectoral Council Of ministers for Lake Victoria Basin (LVB-SECOM) for adoption and further directives.
