Project NameMOUNT ELGON REGIONAL ECOSYSTEM PROGRAMME (MERECP)
Project Goal and PurposeGoal: By 2015, sustainable use of shared natural resources benefiting livelihoods and mitigating and adapting to anticipated climate change impacts in the Mt. Elgon transboundary ecosystem of the East African Community Purpose: By 2010, effective transboundary natural resource management and participatory benefit sharing models successfully demonstrated in the Mt. Elgon Ecosystem (Kenya and Uganda) and up-scaled by 2013 in the Mt. Elgon Ecosystem as a replication model in EAC.
Project OutputsOutput 1: Benefit sharing and co-management models of ecosystem and biodiversity conservation and management around Protected Areas (PAs) demonstrated successfully by end of 2010Output 2: Equity and benefit sharing models/revolving funds that create opportunities for payment of ecosystem goods and services for improved livelihoods are in place by 2010Output 3: Linking of livelihoods improvement to climate change mitigation/adaptation demonstrated successfully by end of 2010:Output 4: Appropriate institutions strengthened in support of the transboundary ecosystem approach by end of 2010
Duration and CostThis is a four-year programme (September 2005-August 2009) funded by the Governments of the Royal Kingdom of Norway and Sweden. The total funding is USD4.8 Million.   However, USD2.66 Million are the balance of funds available for the no cost extension period 2009-2010.
Implementation and CoordinationThe Lake Victoria Basin Commission (LVBC) of the East African Community (EAC) is responsible for the overall coordination and management of the programme.  Implementation at the country level is coordinated by the Ministry of Environment and Mineral Resources (MEMR) in Kenya and the Ministry of Water and Environment (MoWE) in Uganda. The implementing partners are Uganda Wildlife Authority, National Forest Authority, Districts of Mbale, Manafwa, Sironko, Bududa, Kapchorwa and Bukwo in Uganda. In Kenya the implementing partners are Kenya Wildlife Service, Kenya Forest Service, Districts of Kwanza, Trans Nzoia West and Mt. Elgon.
Main Deliverables
  • Trans boundary experiences between Kenya and Uganda that shows uniformity of approaches and incentives developed
  • Ecotourism operations promoted on regular basis across land border crossings between Kenya and Uganda
  • Community Revolving Funds (CRFs) set up in the 20 CBOs successfully demonstrated in Kenya and Uganda
  • Linking livelihoods improvements to climate change by cash payments for deforestation avoidance
  • Establishment of Livelihood plantations in Kenya and Uganda for communities
  • A joint Management Plan for Protected Area Authorities developed
  • A joint Tourism Master Plan developed
  • Policy and law  harmonization initiated with draft policy documents and draft laws and regulations
